The man is accused of committing minor hooliganism. He behaved offensively towards DTEK employees because the electricity in his apartment was turned off allegedly due to non-payment of electricity bills. This is stated in the ruling of the Obukhiv District Court of Kyiv Oblast, published on February 3, 2025.
On October 25, 2024, at approximately 10:50 AM, while in the premises of LLC "KOEK," the man behaved offensively towards an DTEK employee, using obscene language and banging doors. He ignored the remarks made to him, thereby disrupting public order and the peace of citizens, which constituted an offense under Article 173 of the Code of Ukraine on Administrative Offenses (KUPAP). During the protocol drafting and the court session, the citizen did not admit his guilt.
The man explained that on October 25, 2024, he had a conflict with DTEK employees who turned off the electricity in his apartment, allegedly for non-payment of electricity bills. During the conversation, he stated that he had no outstanding debts. The discussion was conducted in raised voices, but he did not use obscene language and did not violate public order. A witness testified in court that on October 25, 2024, she was at her workplace in the premises of LLC "KOEK," where a citizen came to see her and began to insult her with obscene language, as well as shouted threats in her direction, behaving aggressively.
The man's wife clarified that on October 25, 2024, they were at LLC "KOEK" to clarify the issue regarding the disconnection of electricity allegedly due to non-payment. They had a verbal conflict with the employee, who raised her voice at them, and during the conversation, her husband also raised his voice at her, but there were no threats or obscene language from him. After the conflict, they left and later learned that the employees of JSC "DTEK" had called the police.
The court closed the proceedings regarding the administrative offense under Article 173 of the KUPAP against the man. His actions did not constitute an administrative offense.
