The president has implemented new sanctions: who is affected?

President Volodymyr Zelensky implemented new sanctions from the National Security and Defense Council (NSDC) on February 5. The list includes around 100 citizens of the Russian Federation and residents of Crimea. Primarily, these are figures from science and culture, as well as representatives of the Russian "tanker fleet."

The relevant documents have been published on the president's website. Decree No. 68/2025 pertains to individuals responsible for the destruction of Ukrainian cultural identity through illegal archaeological excavations in the temporarily occupied Crimea and the removal of cultural valuables from Ukraine. Decree No. 67/2025 imposes sanctions against 57 captains of the Russian tanker fleet (56 Russians and one Iranian).

The sanctioned individuals will be deprived of state awards from Ukraine and other forms of recognition. Additionally, the following sanctions have been imposed against them:

• Asset blocking – temporary deprivation of the right to use and dispose of
  assets owned by an individual or legal entity, as well as assets regarding which such an individual can directly or indirectly (through other individuals or legal entities) perform actions equivalent to exercising the right to dispose of them;
• Restriction of trade operations (complete cessation);
• Restriction, partial or complete cessation of the transit of resources, flights, and transportation
  throughout Ukraine (complete cessation);
• Prevention of capital outflow beyond Ukraine;
• Suspension of economic and financial obligations;
• Termination or suspension of licenses and other permits, the acquisition (availability) of which is
  a condition for conducting a certain type of activity, including termination or suspension of special permits for the use of subsoil;
• Prohibition of participation in the privatization, leasing of state property by residents of a foreign state and individuals who are directly or indirectly controlled by residents of a foreign state or act in their interests;
• Prohibition of conducting public and defense procurement of goods, works, and services from legal entities – residents of a foreign state of public ownership and legal entities, the share of the charter capital of which is owned by a foreign state, as well as public and defense procurement from other economic entities that sell goods;
• Prohibition or restriction of entry of foreign non-military vessels and military ships into the territorial sea of Ukraine, its internal waters, ports, and aircraft into the airspace of Ukraine or landing on the territory of Ukraine (complete prohibition);
• Complete or partial prohibition of transactions regarding securities issued by individuals subject to sanctions under this Law (complete prohibition);
• Prohibition of increasing the size of the charter capital of economic partnerships, enterprises in which the resident of a foreign state, foreign state, legal entity, of which a non-resident or foreign state is a participant, owns 10 or more percent of the charter capital or influences the management of the legal entity or its activities;
• Termination of trade agreements, joint projects, and industrial programs in certain
  areas, particularly in the field of security and defense;
• Prohibition of transferring technologies, rights to intellectual property;
• Cancellation of official visits, meetings, negotiations regarding the conclusion of contracts or agreements;
• Prohibition on acquiring ownership of land plots.

NSDC Meeting on February 4

On Tuesday, a meeting of the NSDC took place, during which the state of affairs in the economy was discussed. Prime Minister Shmyhal reported on the budget deficit and ways to secure assistance from abroad. The discussion then shifted to economic crimes. Head of the Office of the President Andriy Yermak presented a detailed video on the economic block of the NSDC.

Currently, there is a budget deficit for this year amounting to 38.5 billion dollars. Ukraine is looking for ways to obtain this funding, which has already been planned with the EU, World Bank, IMF, and other partners.
