The authorities of Pokrovsk have earmarked a number of questionable expenditures in the city budget for 2025. Some of these expense items are shocking: while Russian forces are advancing daily towards the city and are now just 2-3 kilometers away, local officials have decided to allocate nearly 15 million hryvnias for media support, with an additional 34 million intended for urban improvement. In Pokrovsk, which risks being cut off by Russian forces and determines the fate of southern Donbas, there is already no electricity, gas, or water supply; however, up to 12,000 people still remain there. The vast majority of the city’s residents have long evacuated, and the city shows signs of being "dead," yet local officials seem to have their own plans for spending the funds.
Regarding the fact that the authorities of Pokrovsk want to spend millions on media and urban improvement, the publication "Telegraph" reports. Journalists investigated the planned expenditures for the city in 2025.
It turned out that among other things, the officials of Pokrovsk allocated nearly 15 million for media support, 73 million will go towards the water supply, 34 million for urban improvement, and almost 30 million for the operation of thermal energy. Additionally, 50 million is allocated for officials' salaries, 98 million for emergency situation management, and another 147 million for education in a city where no children remain.
Analysts from DeepState claim that Russian forces are already 2-3 km from the city. As of the end of 2024, 70% of the residential buildings in Pokrovsk are damaged or destroyed, 80% of social facilities, and 95% of industrial sites. The city lacks electricity, gas, heating, and water supply.
Daily, the intensity and power of shelling in Pokrovsk by Russian troops are increasing. Recently, the enemy attacked the "Lazurny" microdistrict, damaging a residential apartment building. The private sector was also shelled, and an FPV drone struck a building of one of the enrichment factory workshops.
Meanwhile, former Chief of the General Staff of the Armed Forces of Ukraine, General Viktor Muzhenko, stated that Russia is trying not to capture Pokrovsk but to block it. This allows them to minimize their own losses while simultaneously creating significant problems for the Ukrainian Armed Forces. Russian troops are attempting to bypass the city from the south to block key transport routes. This will limit supplies to the region and create a risk of complete encirclement of Pokrovsk, Myrnohrad, and surrounding areas.
