Member of Parliament Oleksandr Fedienko announced that starting from March 1, 2025, business leaders will have the opportunity to rebook their employees. This must be done within 72 hours. These changes have become possible due to updates to the Order of Reserving Military Obligated Persons, approved by the Cabinet of Ministers of Ukraine on November 22, 2024, No. 1332.
According to the deputy, during this period, reserved employees can still be mobilized. However, businesses will gain more flexibility in interacting with government authorities to ensure their operations during martial law.
The changes, which came into effect on December 1, 2024, introduce a new mechanism for reserving military obligated individuals through the Unified State Web Portal of Electronic Services. In particular, it is established that:

A minimum wage level has been established for reserved employees of critical businesses—no less than 2.5 times the minimum wage. This is aimed at supporting employees who ensure the functioning of the economy under martial law.
The Ministry of Digital Transformation, the Ministry of Defense, and the Ministry of Economy are working on creating an electronic cabinet for conscripts and reservists, which will simplify the document submission process for reserving. These innovations are part of the government’s strategy to adapt mobilization processes to the needs of the economy and the country's defense capability.
As Fedienko reported, demobilizing a reserved employee is not possible, regardless of whether the individual may be of particular importance to a critical sector. This means that it is now possible to annul a deferral for an employee of a critical business without regard to the fact that they were reserved.
