Russian intelligence agencies and their agents in Ukraine were planning to carry out a mass terrorist attack among military personnel in the Kyiv region. This was reported by the Security Service of Ukraine.

According to Ukrainian intelligence, the attack was being prepared by a 16-year-old student from Kirovohrad region, a 19-year-old man, and two residents of Vinnytsia region. They were supposed to detonate a homemade explosive device at the entrance of a Ukrainian Defense Forces unit's deployment building. All involved acted independently, but shared a common supervisor from Russia.

The explosives were hidden in a tactical backpack, which was to be delivered by a minor agent disguised in the uniform of the Armed Forces of Ukraine. The Russians tracked his movements in real-time and planned to activate the explosives as soon as the young man entered the premises.

"The agent, who was supposed to be blown up, was unaware of the fatal outcome being prepared for him. He thought the device would explode after he exited the building. Counterintelligence uncovered the enemy's plans in advance," the SBU reported.

The investigation established that Russian intelligence aimed to destabilize the socio-political situation in Ukraine with this attack and create the appearance of a conflict within the Defense Forces, where one soldier allegedly detonates others in protest. All four individuals acted separately but had a common supervisor from Russia.

According to the supervisors' instructions, two residents of Vinnytsia region prepared the tools for committing the crime and left them at a predetermined location. Another group member facilitated the movement of the explosives between hideouts, added the Office of the Prosecutor General of Ukraine.

Upon arriving in the Kyiv region, the young man checked into a hotel near the agreed-upon crime scene and acted according to instructions received via the Telegram messenger from a representative of the Russian Federation. He picked up the backpack containing the homemade explosive device and Ukrainian-style military uniform left at the designated location.

SBU investigators notified the suspects of charges under two articles of the Criminal Code of Ukraine: Part 2 of Article 111 (treason in conditions of martial law) and Part 2 of Article 263 (illegal handling of weapons, ammunition, or explosives).

All four are being held in custody without the right to bail, facing life imprisonment with asset confiscation.

Recall that the FBI previously identified the perpetrator of the attack in New Orleans. The 42-year-old Shamsud-Din Jabbar, who drove into a crowd in a pickup truck, served in the U.S. Army.
