The U.S. Congress will consider a resolution to recognize Putin's war as genocide against Ukraine, according to Ambassador Markarova.

A bipartisan group of members from the U.S. House of Representatives has introduced a resolution recognizing Russia's actions in Ukraine as an act of genocide. The document condemns the actions of the Russian Federation and also supports tribunals and international criminal investigations aimed at holding Russian political leaders and military personnel accountable.

A bipartisan group of members of the U.S. House of Representatives has submitted a resolution to the U.S. Congress recognizing Russia's actions in Ukraine as an act of genocide. The document condemns the actions of the Russian Federation. Additionally, the resolution supports tribunals and international criminal investigations to hold Russian political leaders and military personnel accountable.

This was reported by Ukraine's Ambassador to the U.S., Oksana Markarova. It is noted that this is the first legislative act related to Ukraine presented to the new 119th U.S. Congress.

The preamble of the resolution states that the atrocities committed by Russian troops in Ukraine, along with the forced relocation of hundreds of thousands of Ukrainians, including children, to Russia and occupied territories, meet the criteria outlined in Article II of the UN Convention on the Prevention and Punishment of the Crime of Genocide.

The resolution condemns the Russian Federation for committing acts of genocide and calls on the United States, in cooperation with NATO and EU allies, to take measures to support the Ukrainian government in preventing further acts of Russian genocide against the Ukrainian people. It also supports tribunals and international criminal investigations to hold Russian political leaders and military personnel accountable.

"We thank the congressmen for introducing this important resolution! All of Russia's crimes must be reflected in American legislation to ensure the punishment of Russian criminals and prevent such horrific crimes in the future," Markarova stated.

How Russia Planned Genocide Against Ukraine

At the end of 2024, the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, General Kyrylo Budanov, stated that Russia had been preparing for the genocide of Ukrainians long before the full-scale invasion began. As early as 2021, Vladimir Putin denied the right of the Ukrainian nation to exist. Furthermore, prior to the full-scale invasion of Ukraine, Russians were briefed on the location of mass graves.

The head of the GUR also revealed that the genocide of Ukrainians became not only part of Russia's state policy but was also widely supported by society. Instructions for Russian military personnel regarding mass repressions and the use of mobile crematoria included specific tasks: the elimination of Ukrainian public figures, teachers, journalists, clergy, and war veterans who supported Ukraine.
