Corruption scandal in Khmelnytskyi: a disabled prosecutor continues to serve in the authorities despite allegations against head of the MSEC, Krupa.

Former head of the Khmelnytskyi Prosecutor's Office, Oleksii Oliynyk, who has been recognized as disabled following a medical-social examination, continues to work within the prosecution service. His disability is reportedly linked to an incident at the workplace, which allegedly occurred back in 2005 while he was reviewing criminal cases.

Former head of the Khmelnytskyi Prosecutor's Office, Oleksii Oliinyk, who was found to have a disability following a medical and social examination (MSE), is still employed in the prosecutor's office. His injury, which served as the basis for the disability determination, is allegedly linked to an incident at the workplace. This incident reportedly occurred back in 2005, when he was reviewing criminal cases.

The General Prosecutor's Office has confirmed that Oliinyk holds the position of prosecutor at the regional prosecutor's office until March 2026. This has become possible due to the temporary leave of another prosecutor for childcare purposes.

Meanwhile, an internal investigation is ongoing regarding prosecutors who have received disabilities due to violations in Khmelnytskyi region. According to the Anti-Corruption Center, while the investigation is still pending, prosecutors, including Oliinyk, continue to work in their positions and receive pensions due to their disability status.

Oliinyk, for his part, asserts that he obtained his disability in 2017 and that it has no relation to his current duties as a prosecutor. However, the circumstances surrounding the disability acquisition have raised numerous questions following a high-profile scandal involving the leadership of the Khmelnytskyi MSE.

What is known about the scandal involving fake disabilities in Khmelnytskyi

The exposure of corruption schemes in Khmelnytskyi occurred on October 4, when the State Bureau of Investigations (DBR) reported on the illegal enrichment of MSE head Tetiana Krupa and her son, who is the head of the regional pension fund. During searches, nearly $6 million in cash was discovered, along with a number of fake medical documents and lists containing forged diagnoses, indicating a possible organization of illegal disability applications.

Tetiana Krupa has already been charged with illegal enrichment. The court has placed her under arrest for 60 days, and the bail amount has been set at 500 million hryvnias. Additionally, as part of the DBR investigation, numerous assets belonging to the Krupa family are being examined, including property both abroad and in Ukraine worth over $2 million.

This scandal has sparked a wave of discussions at the level of national authorities, including President of Ukraine Volodymyr Zelenskyy, who on October 20 initiated a meeting of the National Security and Defense Council regarding the situation at the Khmelnytskyi MSE. On October 21, the Ministry of Health revoked disability conclusions for 74 military conscripts issued through the Khmelnytskyi MSE, marking another step in the investigation of abuses in this area.

It is worth noting that Tetiana Krupa's son, Oleksandr Krupa, decided to resign from his position as head of the Pension Fund of Khmelnytskyi region. He did this voluntarily. Following the scandal and his resignation, he rapidly began divesting his business interests in Ukraine.
