On Thursday, January 9, the deputies of the Verkhovna Rada voted in favor of the amendments to bill No. 12076 "On Military Duty and Service". This document made basic military training for women entirely voluntary, and consequently, the voluntary registration for military service as well. Additionally, young men currently abroad will be able to register for military service without returning to Ukraine. The changes were supported by 298 members of parliament.
This was reported by MPs Olexiy Honcharenko and Yaroslav Zheleznyak. It has been established that basic military training for women will remain exclusively voluntary. Consequently, military registration for them is also solely voluntary. This was voted on in an amendment before the vote on the bill itself.
"Once again: Basic military training for women was only voluntary, and afterwards, military registration is also exclusively voluntary," Honcharenko stated in a post.
"An important amendment passed here: basic military training for women is voluntary. Accordingly, military registration for them is also only voluntary," Zheleznyak noted.
Young men abroad who turn 18 can register without coming to Ukraine. Moreover, men aged 18 to 25 are required to complete a basic military training course.
Furthermore, the year of service before the age of 24 can be chosen independently. In universities, this will start from September 2025.
The mobilization of women in Ukraine remains voluntary. This even applies to medical personnel. Women can only be conscripted on a contract basis if they wish to do so.
However, medical personnel still have certain obligations. If a woman is liable for military service and has not updated her information between May 16 and July 16, she may be fined. The fine for failing to update information is the same as for men - between 17,000 and 25,000 hryvnias. Registration of women does not imply that they will be mobilized. It is necessary for the General Staff to understand how many medical personnel are in reserve.
At the same time, female volunteers may be denied the opportunity to sign a military contract. The grounds for refusal are as follows:
