In Kryvyi Rih, there are numerous issues with the heating networks. Specifically, due to mobilization in the city, there are not enough workers for the CHPP. Heating is absent in nearly a thousand buildings (over 130 thousand subscribers).
This information comes from JSC "Kryvyi Rih Heat Power Plant". According to their data, there is no heating in 11 hospitals and 43 educational institutions.
The "Kryvyi Rih Heat Power Plant" has identified several reasons affecting the repairs of the heating networks. Among these, in addition to shelling and accidents, is mobilization.
"Due to mobilization measures, the enterprise lacks qualified personnel, and the subcontracting organizations involved in the repair campaign are also feeling the staff shortage," the statement reads.
According to the plan, all consumers are expected to be connected to heating by December 8, 2024. However, as of today, with the continuous operation of the Kryvyi Rih Heat Power Plant (KRPP), five out of six boilers are operational, yet accidents on the heating networks occur daily. This results in temporary heating outages.
Specifically, 16 repair teams are working around the clock on the damaged sections of the heating networks, six of which are from the Naftogaz Group, while another eight will start work on November 22, 2024. They are equipped with the necessary materials, allowing them not only to eliminate damages but also to replace between 500 to 1000 meters of pipes weekly.
In Kryvyi Rih, nearly 110 thousand residents remain without heating. Currently, 934 residential buildings, 11 medical facilities, including Hospital No. 16 with an inpatient department, 43 educational institutions, and the territorial center for social services are without heat. Considering the difficulties, local authorities have decided to create an additional repair team from other regions of Ukraine to expedite the elimination of emergencies.
Acting Chairman of the Board of JSC "Kryvyi Rih Heat Power Plant" Mykhailo Fatyianov explained the delays in addressing serious issues. According to him, among the main reasons are the wear and tear of heating networks and significant debts accumulated by the enterprise over many years.
The Cabinet of Ministers has changed the mobilization rules. Accordingly, all deferments from mobilization issued up to this time through the Ministry of Economy or the Diia platform will be canceled after February 28, 2025. The resolution will take effect from December 1, 2024.
Additionally, the exemptions for employees who resign or sign employment contracts will also be annulled. The Ministry of Economy will be required to inform state authorities, the Ministry of Digital Transformation, and the Ministry of Defense about the cancellation of deferments.
Another change involves the establishment of new requirements for enterprises wishing to obtain or maintain the status of "critically important". To do this, the enterprise must prove that it has no tax debts and obtain approval from government bodies responsible for the economy and defense. Moreover, enterprises with critically important status must regularly confirm their significance through inspections conducted every three months.
