Information regarding men who psecured employment at the enterprise and were reserved after May 18 losing their reservation turned out to be false. Those military conscripts who were hired after the specified date can also receive a reservation. It is essential for the enterprise to confirm its critical status.

According to the reservation procedure, May 18, 2024, is the date on which the number of employees at the enterprise for reservation purposes is recorded. This will allow for maintaining the number of employees who will be reserved (regardless of specific employees). The same provision was in effect in the previous version of the reservation procedure.
For instance, if there were 100 military conscripts working at the enterprise as of May 18, 50 employees will be reserved. If from May 18, 2024, to December 1, 2024, 20 men without reservations are mobilized, 50 individuals will still be subject to reservation (50% of 100, not 80).
It is worth noting that Member of Parliament and member of the Committee on Economic Development Bohdan Kytak previously stated that the new Cabinet resolution stipulates that to receive a reservation from mobilization, an employee must have been employed at the enterprise before May 18, 2024. Those who secured positions after this date would supposedly be deprived of reservation status – such a statement was made by the politician.
Starting December 1, the reservation of military conscripts will again take place through the Diia portal. At the same time, all critically important enterprises must confirm their status by February 28, 2025, according to the new criteria. The government has made the relevant changes to Resolution No. 76. On November 15, the government completed an audit of decisions regarding the designation of enterprises, institutions, and organizations as critically important. Based on the audit data, the government decided to update the reservation criteria to ensure the mechanism works in favor of both our defense capability and the economy. The algorithm for recognizing enterprises as critically important remains unchanged. As before, the enterprise applies to the relevant Ministry or OVA to obtain this status. The government has retained eight existing criteria for determining an enterprise as critically important. At the same time, sectoral and regional criticality criteria will now be agreed upon by the Ministry of Defense and the Ministry of Economy.
