Representatives of the Territorial Center for Recruitment and Social Support (TCRSS) have the authority to serve summons to conscripts during mobilization notification activities. If a citizen refuses to accept the summons, military commissars will create a special act to document this refusal. Based on this document, the violator can be held administratively liable, and law enforcement may detain them and deliver them to the military commissariat. During this process, TCRSS records everything using body cameras or video recorders.
Regarding the consequences of refusing to accept a summons, the Cherkasy TCRSS clarified. The military stated that the fact of a conscript's refusal to receive the summons is recorded in a separate document - a special act. This document is prepared and read to the individual who does not wish to accept the summons. This process must take place in the presence of witnesses.
After the act is drawn up, TCRSS representatives use it to document an administrative violation for evading mobilization. If the military person does not report to TCRSS, law enforcement officials, who may be present in the notification group, will ensure their delivery to the military commissariat. The actions of the police in such a case, when there is already a TCRSS protocol on the administrative violation, are entirely lawful - the officers operate under Articles 261 and 262 of the Code of Administrative Offenses.
In the Chernihiv TCRSS, it was reminded that their representatives have the right to document the entire process with body cameras or other video devices, such as video recorders. The process proceeds without interruption.
Ukrainians have no effective means to complain about illegal actions of TCRSS. No "hotline," which was recently announced by the Ground Forces, is operational. The only number that citizens can still call is the Ministry of Defense line, but it is virtually impossible to lodge a complaint about the abuse of power by TCRSS employees.
As reported by committee member Fedor Venislavsky from the Council on National Security, Defense, and Intelligence, the idea of dissolving TCRSS threatens the sovereignty of Ukraine and the country's defense capabilities. Recruitment centers are unable to provide mobilization measures in sufficient volumes to replenish the Armed Forces reserves, while TCRSS manages to do this at 95-98 percent. Transitioning to recruitment during wartime works against Ukraine, so it is better to implement this in the post-war period to attract volunteers.
