Ukraine may become a "land of shamans and charlatans" as lawmakers propose legalizing hypnosis.

In Ukraine, there are plans to legalize hypnosis in locations not approved by government authorities. This was reported on January 6 by MP from the "Servant of the People" party, Maxim Buzhansky.

The discussion revolves around draft law No. 12030, authored by parliamentarian Lada Bulakh. It proposes to allow hypnosis and other psychological influence methods "anywhere".

"If we don't intend to become a country of shamans and charlatans, then, in my opinion, this is a bit excessive. Even if someone wants to legalize 'Kashpirovsky' methods at the last minute," Buzhansky emphasized.

About the Draft Law

On January 3, MP Lada Bulakh from the "Servant of the People" announced that the Committee on Health, Medical Assistance, and Medical Insurance recommended that the Verkhovna Rada consider the draft law "On the System of Mental Health Protection in Ukraine" during its session.

According to her, a compromise version was reached, with key provisions including:

• the establishment of a National Commission — an entity that will coordinate the field and represent the community at the highest level;
• the introduction of certification for specialists, meaning patients will have guarantees that they are consulting qualified professionals, while psychologists will receive official recognition;
• professional associations that have been "advancing" the field for all these years will gain recognition and a boost for development;
• employers will have the right to develop and approve psychosocial support programs in the workplace.

Will Hypnosis Really Be Allowed?

From the card for the draft law on the Rada's website, it is known that it was registered on September 13, 2024. The comparative table indicates that the proposal was indeed to remove the legal prohibition on using hypnosis and other psychological influence methods only in locations approved by government authorities.

However, the conclusion of the Main Scientific and Expert Management states that this proposal "requires additional justification," as the provision restricting the locations permitted for conducting hypnosis "aims to prevent harm to public health".
