Ukraine has banned the import of cars that do not meet specific standards. What are the exceptions to this rule?

Starting from January 1, 2025, Ukraine will prohibit the importation of new passenger cars for customs clearance and first registration if they do not meet the "Euro-6" environmental standard. This means that only vehicles manufactured after 2015 will be allowed for import. These regulations apply not only to passenger cars.

Starting January 1, 2025, the importation of new passenger vehicles for further customs clearance and first registration will be prohibited in Ukraine if they do not meet the Euro-6 environmental standard. This means only cars manufactured after 2015 will be allowed for import. The regulations apply not only to passenger cars.

This provision is outlined in law No. 4144-IX amending the Customs Code. The Verkhovna Rada adopted it on December 13, and the president signed it on December 30, 2024. The law applies to the following types of vehicles:

tractor units for semi-trailers;
buses;
trucks;
special automotive equipment;
new passenger vehicles undergoing first registration.

Exemptions from the legislation include:

new passenger cars imported or manufactured in Ukraine before December 31, 2024;
"Euro-blahs";
electric vehicles;
vehicles imported into Ukraine as humanitarian aid or for the needs of the Armed Forces of Ukraine.

As previously reported by Informator, on December 17, the Verkhovna Rada passed two important laws regarding changes to Tax Code No. 12266 and Customs Code No. 12267. This decision extended tax and customs benefits for the year 2025, including those related to drones and their components, as well as used vehicles.
