"Retroactively" will not be increased: Shmyhal announced when the new tax law will take effect.

The government has reached out to Ukrainian President Volodymyr Zelensky regarding the urgent signing of the "budget" and "tax" laws, as announced by Prime Minister Denys Shmyhal. Once these laws are signed, the country will gain additional resources for purchasing weapons and paying salaries to its defenders.

In the coming days, the law on the state budget for 2025 and amendments to the tax code will be signed by the President of Ukraine, Volodymyr Zelensky. This was reported by Prime Minister Denys Shmyhal.

He noted that the Cabinet has already reached out to the head of state regarding the prompt signing of these laws, as they are crucial for funding the state's defense expenditures and are one of the key requirements of the country's creditors.

At the same time, the official pointed out that the amendments to the tax code will not take effect before December 1.

"This is a very important point that we discussed with both the parliamentarians and the president. In other words, there will be no 'retroactive enforcement,'" the prime minister explained, clarifying that after the document is signed by the head of state, the Verkhovna Rada will adopt an amendment stating that all provisions of this law will take effect no earlier than December 1, 2024.

"After the signing of these laws, we will gain additional resources for purchasing weapons and ammunition, as well as for paying salaries to the Security and Defense Forces," Denys Shmyhal stated.

He highlighted that 60% of the state budget for 2025 is allocated to the security and defense sector. In 2025, the country will spend over 2.2 trillion UAH on the army. Notably, half of the defense budget is allocated for the salaries of defenders.

739 billion UAH is earmarked for the production and purchase of military equipment and weapons, nearly 47 billion UAH will be directed towards the procurement of drones, and another 55 billion UAH will go towards modernizing the defense industry, the head of government outlined, explaining that Ukraine independently finances its own army.

The social part of the budget, with a portion of funds coming from partners, amounts to almost 421 billion UAH. Among other things, these funds will be used for pension indexing, which is planned to be conducted in March 2025.

"This is our commitment and one of the key social conditions," Denys Shmyhal explained.

Additionally, 10.5 billion UAH will be allocated to veterans, nearly 200 billion UAH will be directed to the education sector, and 217 billion UAH will go to healthcare.

It should be noted that the draft law №11416-д, which includes raising the military levy from 1.5% to 5%, was supposed to be signed by President Volodymyr Zelensky within 15 days after its adoption, which means by October 30.

Starting December 1, Ukrainians will be able to receive 1000 hryvnias on the "National Cashback" card, which can be activated through "Diia."
