On November 19, President Volodymyr Zelensky presented the "Plan for Ukraine's Internal Resilience" and advocated for the possibility of dual citizenship for citizens. This information comes from a recording of his speech in the Verkhovna Rada.
One of the points in the plan is human capital. The leader clarified that it essentially involves respect from the state towards each citizen.
"We must create all the conditions for Ukrainians, wherever they are, to truly feel like Ukrainians," Zelensky emphasized.
According to him, citizens should work "in Ukraine, with Ukraine, for Ukraine." The president explained that a strong emotional connection to the state and the nation is necessary.
"What specific solutions can we mention now to preserve Ukraine's human capital? Ukraine needs a dual citizenship institution," Zelensky noted.
He emphasized that the state must acknowledge "this reality."
"Ukrainians are already a global nation; we should aim not to restrict their rights but to direct them in the interests of Ukraine," the politician added.
President Volodymyr Zelensky has addressed the Verkhovna Rada with a proposal for dual citizenship in Ukraine multiple times. This point was one of the political promises during his campaign, and he attempted to implement the idea in 2019, late 2021, and twice in 2024.
"I would like our people abroad, especially women and children, when they find employment and start a new life, not to rush to renounce the citizenship of our state. We cannot afford to lose them," Zelensky explained the necessity of dual citizenship in Ukraine even in 2023.
The Main Scientific and Expert Management of the Verkhovna Rada stated in 2019 that the draft law on dual citizenship in Ukraine would lead to the spread of "legalized dual citizenship," which contradicts the Constitution.
The idea of dual citizenship in Ukraine was also supported in 2023 by former Foreign Minister Dmytro Kuleba.
"It is extremely necessary to maintain their connection with the Motherland. This is about the future of Ukraine and Ukrainians. Therefore, one of the elements of state policy aimed at preserving and developing the global Ukrainian community should be dual citizenship," he noted.
