On Tuesday, December 24, former director of the capital's metro, Viktor Braginsky, was declared wanted. This was reported on the website of the Ministry of Internal Affairs of Ukraine.
The ex-director was declared wanted on December 24, 2024, as a person hiding from pre-trial investigation authorities. The Ministry of Internal Affairs notes that the date of his disappearance is June 20, 2024, and Viktor Braginsky was last seen in Kyiv. No preventive measures have been applied to him.
It is noted that Viktor Braginsky is accused under Part 2 of Article 367 of the Criminal Code of Ukraine, which pertains to official negligence leading to severe consequences. The sanction of the article provides for imprisonment for a term of two to five years.
Recall that on November 12, 2024, the former head of KP "Kyiv Metro" was informed of suspicion regarding improper performance of official duties (Part 2 of Article 367 of the Criminal Code of Ukraine). This was announced by the Office of the Prosecutor General.
They noted that the suspect did not conduct risk assessments for emergencies at KP "Kyiv Metro" facilities, did not take measures to ensure the long-term service of artificial structures, and prevent their malfunctions. He also failed to appoint a commission to carry out special inspections and observations of defective, weakened structures and facilities at the Obolon-Teremki line stations of the Kyiv metro.
"The failure to perform these duties resulted in the gradual deterioration of certain elements of the tunnels, leading to water entering the tunnel between the 'Demiivska' and 'Lybidska' metro stations, the appearance of cracks in the walls and stalactites, and the erosion and integrity violation of the tunnel's waterproofing over a prolonged period," the agency added.
As a result, on December 8, 2023, the city authorities decided to halt train operations on the Obolon-Teremki metro line between the 'Lybidska' and 'Demiivska' stations. Subsequently, based on the conducted examinations, it was established that the operation of the metro tunnel between the specified stations was inadequate and did not comply with construction norms and regulations.
Due to official negligence, the city budget suffered losses exceeding 138.5 million UAH. KP "Kyiv Metro" lost nearly 26 million UAH in revenue due to the closure of the metro stations.
Earlier, on March 14, journalists from Bihus.info published an investigation into Viktor Braginsky, who has headed the capital's metro for 10 years. According to investigative journalists, two two-bedroom apartments in the White Lines residential complex, purchased in January 2024, are registered in the name of his pensioner mother, each costing around 10 million UAH. Additionally, his "not quite ex-wife" Olha Braginska owned a two-bedroom apartment worth 3 million UAH and a plot of land worth 760 thousand dollars in the village of Kozyn, Kyiv region. Furthermore, the ex-director's sister bought "land at a cosmic markup" from him for 2 million UAH in Kyiv region.
Just hours after the investigation was published, Kyiv Mayor Vitaliy Klitschko announced the suspension of the director of the capital's metro, Viktor Braginsky, from his duties. He emphasized that law enforcement should handle the facts moving forward.
Subsequently, journalists from Bihus.info conducted an investigation into companies associated with ex-metro director Braginsky. The materials indicate that the enterprises conclude agreements with "Kyiv Metro" for amounts ranging from 16 million to 1 billion UAH.
