IDP Housing Payments: Which Categories of Displaced Persons Will Lose Funding Starting December 1st?

Ukrainians who have left temporarily occupied territories or areas where fighting is ongoing, as well as those who have lost their homes, may receive housing assistance from the government, or risk losing it if they do not meet certain criteria. Among these criteria are income level requirements and affiliation with vulnerable population groups. The publication "On Pension" wrote about the possibility of IDPs losing their benefits in December 2024.

The publication reminded that internally displaced persons can receive housing assistance from the government amounting to 2,000 UAH, while minors and individuals with disabilities can receive 3,000 UAH. In January 2024, the government adopted a resolution that those who had already received these funds would automatically continue to receive payments for six months—from March to September 2024. Subsequently, in the summer, Deputy Prime Minister Irina Vereshchuk announced that payments were extended from September 2024 to February 2025.

IDP Assistance — Details

Who can receive housing assistance for IDPs and who has automatically had their benefits extended until February 2025:

• pensioners receiving pensions no more than 9,444 UAH;
• citizens with Group I or II disabilities, minors with disabilities, or children with severe illnesses;
• orphans or individuals deprived of parental care—minors or adults up to 23 years old;
• parents caring for orphans or children deprived of parental care.

Who can receive IDP assistance in December if they submit an application and meet the criteria:

• families with children under 14 years old living near combat zones, as well as those from safe regions if the children have switched to online learning. If family members are unemployed, they must register with the employment service. If they are employed, then the income per family member should not exceed 9,444 UAH;
• families caring for a person with a Group I disability, a child with a disability or severe illness, or a person over 80 years old with a Group I or II disability due to a mental disorder;
• for families with three or more children under 18 years old;
• children under 14 years old who find themselves without parents in areas controlled by Ukraine;
• pregnant women starting from the 30th week of pregnancy;
• citizens aged 60 and older who receive social assistance rather than a pension, provided that the income per family member does not exceed 9,444 UAH.
