Retired Lieutenant General 80-year-old Keith Kellogg has been nominated by the elected President of the United States, Donald Trump, for the position of special envoy to Ukraine to negotiate an end to the war.
Kellogg is a Vietnam War veteran and also participated in Operation Desert Storm as the Chief of Staff of the 82nd Airborne Division. He retired from the military in 2003. During Trump’s first presidential term, he led the National Security Council staff and served as a national security advisor to Vice President Mike Pence.
In July, American media reported that Kellogg's plan for ending the war involved a "broad outline" freeze along the current line of contact. It also included compelling the parties to negotiate. According to the plan, Kyiv would continue to receive American weaponry only if negotiations commenced. Should Moscow refuse to negotiate, it would be warned about increased support for Ukraine.
In the administration of current U.S. President Joe Biden, there is no position for a special envoy to Ukraine; this role will only emerge in a new Trump administration.
